December 18–19, 1999. Jump Festa 2000 Bandai booth visitor benefit. The event name says 2000, but the event took place in 1999.
DECEMBER 1999 C-J1 the launch year event promo
Luffy Pirates | Seeking Adventure | Jump Festa 2000 Bandai booth visitor bonus
The front explicitly names the event and Bandai booth visitor benefit. Its lower edge reads BANDAI 1999 MADE IN JAPAN. Luffy, Zoro, Nami, Usopp and Sanji appear together aboard ship. The printed 500 is game power, not a rarity measure. [6]
The card’s rule is a drawback: if one of those named crew members is already on your field, you lose that battle. That is different from describing this as five separate character rookie cards. The image is a group promo with one card number.
C-J1 has a clearly identifiable December 1999 event. S-T1 also bears a 1999 imprint, but its advance ticket distribution date is unresolved; an absolute first promo ranking is therefore not established. Print quantity and any distribution outside the named event are unverified. The event date is December 18–19, 1999; “2000” alone would misdate it. [4–6]

DISTRIBUTION EVIDENCE The original giveaway presentation
One Piece was part of a broader Bandai promotion
The backing presents One Piece beside Hoshin Engi, Hunter × Hunter and Digimon. Its Japanese heading identifies a Jump Festa 2000 Bandai booth visitor card benefit. The reverse photograph shows four card backs in one presentation. [5]
Four cards does not mean four One Piece cards
The seller describes a four card giveaway including C-J1, Hunter × Hunter S-J1, Digimon Dw-3 and a Hoshin Engi card. The photographs support a multi-franchise presentation. The Hoshin Engi card number was not established in this report. [5]
These are photographs of a surviving example described by its seller as unopened. They establish how one presentation looks, not a factory print run or a forensic guarantee of sealed condition. Preserve the backing, rule material and provenance whenever documenting a complete example.

This is one One Piece card in a presentation spanning several Bandai franchises. Four cards in the presentation does not mean four One Piece cards.
