ORGANIZED PLAY PROMO / 2001 C-E3 Victors of the East Blue

Luffy Pirates | Printed power 250 / 750 | NOT FOR SALE

The card is visibly a 2001 issue

This specimen shows C-E3, NOT FOR SALE and BANDAI 2001 MADE IN JAPAN. Its title refers to the East Blue victors; that title by itself does not prove that its recipient won a tournament. [33]

Winner claims exist; the dispute remains

A Japanese seller explicitly describes tournament-winner distribution. One collector thread repeats that claim, while another challenges it and asks for official documentation. The fan directory describes workshop participants. None supplies the original award rule. [9, 35–37]

Working entry: 2001 organized play promo, commonly described by Japanese sellers as a winner award. Exact eligibility, first event and quantity remain unverified. It is outside the 1999 First Stage checklist.
